    Upper Yamuna River Board

    As per Memorandum of Understanding (MoU) signed by the Chief Ministers of Himachal Pradesh, Haryana, Uttar Pradesh, Rajasthan and National Capital Territory of Delhi on 12th May 1994 regarding allocation of utilizable surface flows of Yamuna among the co-basin States upto Okhla, the Upper Yamuna River Board (UYRB) with its Headquarters in the National Capital Region was constituted by the Ministry of Water Resources as a subordinate office of the Ministry. Upper Yamuna Review Committee (UYRC) was also constituted under the Chairmanship of the Union Minister of Water Resources and the Chief Minister s of co-basin States as Members for supervising the working of the UYRB to ensure implementation of the MoU regarding allocation of surface flow of Yamuna and to issue directions, as deemed necessary, for proper development and management of the upper reaches of the Yamuna River Basin up to Okhla. The newly created State of Uttranchal has also been made Member of Upper Yamuna River Board and Upper Yamuna Review Committee.

    The Upper Yamuna River Board with representatives from the aforesaid basin States and the concerned Central Government Departments has held thirty seven meetings under the Chairmanship of Member (WP&P) Central Water Commission up to 21st June 2010.

    Central Water Commission is a premier Technical Organisation in the country in the field of water resources and is charged with the general responsibilities of initiating, coordinating and furthering, in consultation with the State Governments concerned, schemes for control, conservation and utilisation of water resources throughout the country, for purpose of Flood Control, Irrigation, Navigation, Drinking Water Supply and Water Power Development.

    In exercise of the above responsibilities following are the broad main functions of CWC:

    - To undertake necessary surveys and investigations as and when so required, to prepare designs and schemes for the development of river valleys in respect of power generation, irrigation by gravity flow or lift, flood management, environmental management, rehabilitation and resettlement, soil conservation, anti-water logging measures, reclamation of alkaline and saline soils, drainage and for drinking water supply;

    - To undertake construction work of any river valley development scheme on behalf of the Government of India or State Government concerned;

    - To advise and assist, when so required, the State Governments (Commissions, Corporations or Boards that are set up) in the investigation, surveys and preparation of river valley and power development schemes for particular areas and regions;

    - To advise the Government of India in respect of Water Resources Development, regarding rights and disputes between different States which affect any scheme for the conservation and utilization and any matter that may be referred to the Commission in connection with river valley development;

    - To advise the Government of India and the concerned State Governments on the basin-wise development of water resources;

    - To advise the Government of India with regard to all matters relating to the Inter-State water disputes;

    - To collect, coordinate the collection of, publish and analyse the data relating to tidal rivers, rainfall, runoff and temperature, silting of reservoirs, behaviour of hydraulic structures, environmental aspects etc. and to act as the Central Bureau of Information in respect of these matters;

    - To collect, maintain and publish statistical data relating to water resources and its utilization including quality of water throughout India and to act as the Central Bureau of Information relating to water resources;

    - To initiate schemes and arrange for the training of Indian Engineers in India and abroad in all aspects of river valley development;

    - To standardize instruments, methods of observation and record, materials for construction, design and operation of irrigation projects;

    - To initiate studies on socio-agro-economic and ecological aspects of irrigation projects for the sustained development of irrigation;

    - To conduct and coordinate research on the various aspects of river valley development schemes such as flood management, irrigation, navigation, water power development etc., and the connected structural and design features;

    - To promote modern data collection techniques such as remote sensing technology for water resources development and river forecasting and development of computer software;

    - To conduct studies on dam safety aspects for the existing and future dams and standardize the instruments for dam safety measures;

    - To initiate morphological studies to visualise river behaviour, bank erosion/coastal erosion problems and advise the Central and State Governments on all such matters;

    - To conduct experiments, research and to carry out such other activities as will promote economic and optimum utilization of water resources; and

    - To promote and create mass awareness in the progress and achievement made by the country in the water resources development, use and conservation.

    Central Ground Water Board (CGWB), is a multidisciplinary scientific organization with a mandate to " Develop and disseminate technologies and monitor and implement national policies for the scientific and sustainable development and management of India's ground water resources, including their exploration, assessment, conservation, augmentation, protection from pollution, and distribution, based on principles of economic and ecological efficiency and equity”.

    CSMRS deals with field and laboratory investigations, basic and applied research on problems in geo-mechanics, concrete technology, construction materials and associated environmental issues, having direct bearing on the development of irrigation and power in the country and functions as an adviser and consultant in the above fields to various projects and organizations in India and abroad. Broadly, the sphere of activities encompasses the following disciplines:


    • Soil Mechanics and Foundation Engineering including Soil Dynamics, Geo-textiles and Rockfill Technology.
    • Rock Mechanics including instrumentation, Engineering Geophysics, Drilling Technology for sub-surface characterisation and
    • Construction Materials and Concrete Technology including Chemistry of soils/concrete and Grout Technology.


    CSMRS has executed successfully a number of United Nations Development Projects and as such upgraded its testing facilities at par with developing countries by acquiring state-of-the-art equipment and by training its engineer and scientists abroad under various United Nations Programmes.

    Proud of its past performances and knowing its future responsibilities, CSMRS has a team of 150 dedicated engineers and scientists, many of them have been trained abroad in addition to a very strong supporting group of about 300 in numbers. CSMRS can take up any challenging investigation work in respect of dams, bridges, multi-storey buildings, nuclear and thermal power stations besides safety evaluation of existing hydraulic and other civil engineering projects.

    The National Water Development Agency(NWDA), a Registered Society under the Ministry of Irrigation( now Ministry of Water Resources) was set up in the year 1982 to carry out detailed studies, surveys and investigations in respect of Peninsular Component of National Perspective for Water Resources Development. The Government subsequently modified the functions of NWDA to include the Himalayan Component of National Perspective for Water Resources Development on 11th March, 1994 and composition of Society and Governing Body on 13th Feb. 2003 & 12th March, 2004 . In 2006, it was decided that NWDA will explore the feasibility of linking sub-basins of rivers in States like Bihar. It was decided that NWDA will also take up the work for preparation of Detailed Project Report (DPR) of Ken-Betwa link, which is one of the priority links under Peninsular Component of National Perspective Plan . To enable National Water Development Agency to undertake above activities, its functions were further modified on 30.11.2006. The functions of NWDA as on date are as under:-

    a. carry out detailed surveys and investigations of possible reservoir sites and inter-connecting links in order to establish feasibility of the proposal of Peninsular Rivers Development and Himalayan Rivers Development Components forming part of the National Perspective for Water Resources Development prepared by the then Ministry of Irrigation (now Ministry of Water Resources) and Central Water Commission.

    b. To carry out detailed surveys about the quantum of water in various Peninsular River systems and Himalayan River systems which can be transferred to other basins/States after meeting the reasonable needs of the basin/States in the foreseeable future.

    c. To prepare feasibility report of the various components of the scheme relating to Peninsular Rivers development and Himalayan Rivers development.

    d. To prepare detailed project report of river link proposals under National Perspective Plan for Water Resources Development after concurrence of the concerned States.

    e. To prepare pre – feasibility / feasibility reports of the intra – state links as may be proposed by the States.

    f. To do all such other things the Society may consider necessary incidental, supplementary or conducive to the attainment of above objectives.

    The Narmada Water Disputes Tribunal, constituted to adjudicate upon the water dispute pertaining to River Narmada, in its final order provided for the setting up of a machinery for implementing its directions and decisions. Accordingly, the Central Government framed the Narmada Water Scheme, inter-alia, constituting the Narmada Control Authority to give effect to the decisions of the Tribunal.
