    Sir,
    This is to inform you that CADWM Programme is being implemented as State Sector Scheme from 2008-09 onwards and the guidelines for release of central assistance of the programme has been revised with effect from the current financial year i.e. 2010-11. Henceforth, the release of central assistance will be made project wise. You are, therefore, requested to send the proposals for release of Central assistance from the financial year 2010-11 onwards in accordance with the enclosed guidelines at the earliest.

It is also emphasized that the State Governments are also required to enter into MOU (Appendix IV) with Govt. of India as per proforma circulated vide Commissioner (CADWM) D.O. letter of even No. dated 1.6.2010 as MOU is a precondition for any release to be made during the current financial year onwards. As such, MOU for each project duly filled and signed, should be sent immediately or along with the proposal.

    Guidelines for CADWM Release for 2010-11
    The Command Area Development & Water Management (CADWM) Programme has to be implemented in a holistic manner so that it not only improves water use efficiency but also increases agricultural productivity and production and brings sustainability in the irrigated agriculture in a participatory environment. All aspects of the CADWM Programme, need be taken up in an integrated and coordinated manner so as to achieve the envisaged objectives of raising food grains production to meet the increasing need of food for growing population.

    1.2 In addition to 0.35 Mha covered under the centrally sponsored programme during 2007-08 with central assistance of Rs.277 crore, it is proposed to cover an area of 1.32 million hectare (Mha) under the Programme during XI Plan. Survey, planning, design and execution of On-Farm Development (OFD) works is proposed to be carried out in the entire area of 1.32 Mha; construction of field, intermediate and link drains in an area of 0.56 Mha; correction of system deficiencies in an area of 0.105 Mha; reclamation of waterlogged areas in 0.102 Mha, software activities like trainings, monitoring, evaluation, demonstration and adaptive trials as and where felt necessary; provide one time functional grant to registered Water Users’ Associations (WUAs) in an area of 1.32 Mha and meet the establishment cost on construction activities with a total outlay of Rs.1600 crore as central assistance.

    ORDER



    Sub : Continuance of ‘Command Area Development & Water Management Programme (CADWM)’ for implementation during the years 2008-09 – 2011-12 of the XI Five Year Plan.

    The sanction of the President is hereby accorded to the continuance of the Command Area Development & Water Management Programme for implementation during the remaining 4 years (2008-09 – 2001-12) of the XI Five Year Plan with an outlay of Rs.1600 crores as central assistance. The scheme was being implemented as the Centrally Sponsored Scheme earlier and till 2007-08. It will now be implemented as a State sector scheme w.e.f. the year 2008-09 and in the remaining years of the XI Five Year Plan.

    2. The programme envisages continuation of existing financial assistance from the Central Government of the order of 50% / 75% of the actual expenditure subject to a maximum limit in each case considering revised cost of various components of the scheme as per details in para 3. The existing components of the programme are being continued during the XI Plan (2008-09 – 2011-12) with the following modifications:

    i) Besides, as an alternative to On Farm Development Works (comprising of construction of field channels, and also land levelling /shaping and realignment of field boundaries, where necessary) financial assistance will be provided for development of infrastructure to facilitate use of sprinkler / drip irrigation systems i.e. for construction of stilting tanks, pump houses and lying of conveyance pipes. The cost norms as fixed for On Farm Development Works will also be applicable for development of infrastructure to facilitate use of sprinkler and drip irrigation systems.

    ii) The condition of inclusion of a project only against completion / deletion of a project will be relaxed for:
    a) projects in PM’s package of agrarian distress districts (Anneure-I);
    b) projects in drought prone (Anneure-II);
    c) projects in tribal areas (Annexure-III);
    d) projects in States where irrigation development is below national average (Anneure-IV);
    e) projects in special category States / areas i.e. North Eastern Region, Himachal Pradesh, Uttarakhand, Jammu & Kashmir, and Kalahandi- Bolangir-Koraput (KBK) districts of Orissa.

    iii) The component of desilting and renovation of minor irrigation works has been deleted as one of the components to be eligible for financial assistance as assistance is being extended for this component under the other scheme ‘Repair, Renovation and Restoration of Water Bodies’ of the Ministry of Water Resources.

    Background

    During the post independence era, a large number of irrigation projects were constructed for increasing agricultural production in the country. However, during early seventies analysis of irrigation potential created and utilised revealed that there was a substantial gap between them. The Irrigation Commission made specific recommendations in its report in 1972 that systematic development of commands of irrigation projects should be taken up in order to fully utilise the irrigation potential created. Subsequently a Committee of Ministers set up by the Ministry of Irrigation and Power analysed the issue and suggested in 1973 that a broad based Area Development Authority should be set up for every major irrigation project to undertake the work of comprehensive area development. Based on this recommendation, the Government of India initiated a Centrally Sponsored Command Area Development Programme (CADP) in December 1974 to improve irrigation potential utilisation and optimise agricultural production from irrigated land through integrated and coordinated approach of efficient water management.

    In tune with objectives of the programme a number of components such as construction of field channels and field drains, enforcement of warabandi, land levelling and shaping, realignment of field boundaries/ consolidation of holdings, introduction of suitable cropping patterns, strengthening of extension services etc. were included in the programme. Subsequently, in view of emergent needs a few more components like farmers’ participation and reclamation of waterlogged areas were included in the programme with effect from 1st April, 1996 to make the programme more beneficial to the farmers.

    Review of the Programme implementation during the VIII and IX Five Year Plan periods revealed that micro level distribution network for supply of water to individual holdings had been created in about 16 million ha and rotational supply of irrigation water had been enforced in about 11 million ha. A number of constraints such as unreliability of water supply at the outlet due to deficiencies in the irrigation system above the outlet, absence of link and intermediate drains to let out surplus water into main drains, non-inclusion of minor irrigation projects from non- hilly areas, low priority by the State Governments to extension and training activities, non-revision of cost norms for various activities since VIII Plan etc. were also noticed during the review. In view of these constraints the programme has been restructured for the remaining period of X Plan (2004-07) and renamed as ‘Command Area Development and Water Management Programme (CADWM Programme)’ to make it more comprehensive and beneficial to farmers.

    Initially, 60 major and medium irrigation projects wear taken up under the CAD Programme, covering a Culturable Command Area (CCA) of about 15.00 million hectare. After inclusion of new projects, deletion of completed projects and clubbing of some projects, there are now 145 ongoing projects with CCA of 16.02 mha. The scheme is being implemented as a State Sector Scheme during the XI Five Year Plan (2008-09 to 2011-12).

    An amount of Rs. 3528.11 Crore has been released to the States as Central Assistance under the Programme from the inception till end of March, 2008 i.e during the period when the programme was implemented as Centrally Sponsored scheme, out of which amount released during IX plan was Rs.751.66 Crore. During the X plan (i.e. 2002-03, 2003-04, 2004-05, 2005-06 and 2006-07), an amount of Rs.150.23 Crore, Rs.141.45 Crore, 141.50 Crore, 196.50 Crore and 188.89 Crore total 818.57 Crore have been released to the States respectively. During the XI plan (i.e 2007-08, 2008-09,2009-10 and 2010-11 an amount of Rs.277.14 Crore, 324.29 Crore, 413.70 Crore and 456.40 Crore have been released to the states. Total release since inception till 31st March, 2011 is 4722.4955 Crore.

    An area of about 18.06 Mha has been covered under the programme since inception up to end of March, 2007 out of which an area of 1.8 Mha has been covered during the IX Plan and an area of 2.31 Mha has been covered during the X Plan. During XI plan, 1.62 mha has been covered in four years till March, 2011.

    Salient Features

    Based on the recommendations of the Working Groups of the Planning Commission on “Command Area Development Programme” and “Private Sector And Beneficiaries Participation in Irrigation Water Management” and the views expressed by the State Governments the existing CAD Programme was restructured and renamed as “Command Area Development and Water Management” Programme. The restructured programme retained the components of the existing scheme which were found to be beneficial to the farmers, included new components considered necessary and deleted those components which had lost their utility over time. During XI plan, the Components of the programme were further revised. The existing components under XI plan are as under :-
    Continuing Components:

    1. Survey, planning and designing of OFD works;
    2. On Farm Development (OFD) works (comprising construction of field channels, realignment of field boundaries, land levelling and shaping, where necessary).

    To provide central assistance for development of infrastructure to facilitate use of sprinkler / drip irrigation systems as an alternative to construction of field channels. The assistance under this item will be limited to construction of stilling tank, pump house and laying of conveyance pipes up to farmers’ fields. The cost norms as applicable for On-Farm Development (OFD) works will also be applicable for such works.

    1. Construction of field drains, intermediate and link drains.
    2. Correction of system deficiencies in system of capacity upto 4.25 cumec (150 cusec).
    3. Reclamation of waterlogged areas.
    4. Software activities namely trainings, adaptive trials, demonstrations and monitoring & evaluation.
    5. One time functional grant to Water Users' Associations; and
    6. Establishment cost - 20% of expenditure on items No. (ii), (iii), (iv), & (v).

    Thus the scheme would encompass all aspects of water management for efficient and equitable distribution of water in the commands of irrigation projects for optimal utilisation of created potential and augmentation of water users in a participatory manner.

    Introduction

    Water logging is one of the major problems of land degradation in India. Unscientific management of soil, water and crops in irrigated lands and obstruction of natural drainage systems by various developmental activities are the main factors responsible for disrupting the balance of inflow and outflow of water, leading to water logging. While irrigation has increased by leaps and bounds, its attendant problem of water logging is now plaguing substantial area of agricultural lands.

    An irrigated area is said to be waterlogged when the surplus water stagnates due to poor drainage or when the shallow water table rises to an extent that soil pores in the root zone of a crop become saturated, resulting in restriction of the normal circulation of the air, decline in the level of oxygen and increase in the level of carbon dioxide. The actual depth of water table, when it starts affecting the yield of the crops adversely, may vary over a wide range from zero for rice to about 1.5 meters for other crops. A Working Group constituted by the Ministry of Water Resources to identify the problem areas affected by water logging/ salinity/ alkalinity in existing irrigation projects in the country and to suggest suitable remedial measures for their reclamation adopted in 1991 the following norms for identification of waterlogged areas:

    Potential Areas for waterlogging Water table between 2 to 3 meters below land surface
    Safe Areas Water table below 3 meters of land surface

    Some States, however, have adopted different norms for defining waterlogged areas in their States according to their own conditions and perceptions.

    Causes of Water Logging

    Water logging may be a result of both natural and man-made factors. Natural factors may include poor natural drainage as a consequence of unfavourable sub-soil geology like existence of hardpan at shallow depths; spilling of rivers resulting in submergence of agricultural lands; heavy storm rainfall coupled with poor natural drainage etc. Waterlogging is, however, caused mainly because of man made factors like deforestation and poor upkeep of watersheds; developmental activities such as construction of roads, bridges, railway lines and buildings resulting in choking of natural drainage; hydraulic pressure of water from upper irrigated areas resulting in seepage outcrop in low lying areas; introduction of irrigation without taking into account characteristics of soils and sub-soils for their irritability; seepage from canals, distributaries and watercourses; excess application of irrigation water particularly in the initial years when the command is not fully developed; poor “On Farm Water Management” resulting in poor water-application efficiencies; unrealistic cropping patterns tilted in favour of water intensive crops; lack of night irrigation in some commands; inadequate drainage and poor maintenance of existing drainage systems and outlets; lack of conjunctive use of surface and ground water etc.


    Extent of Waterlogging

    The National Commission on Agriculture assessed in 1976 that an area of about 6.0 million hectare was waterlogged in the country. Out of this, an area of 3.4 million hectare was estimated to be suffering from surface water stagnation and 2.6 million hectare through rise in water table. The Ministry of Agriculture estimated in 1984-85 that an area of 8.53 million hectare was suffering from the problem of waterlogging including both irrigated and unirrigated areas. The Working Group constituted by the Ministry of Water Resources estimated in 1991 that an area of 2.46 million hectare was suffering from the problem of waterlogging under irrigation commands. Statewise break up of the areas affected by water logging as assessed from time to time is presented in the table given below:

    Component of Reclamation of Waterlogging under the CADWM Programme


    The Ministry of Water Resources, Government of India introduced the component of reclamation of water logged areas in irrigated commands of the CAD projects since 1.4.1996 for providing central assistance to the State Governments. The main objective of this component is to reclaim waterlogged areas caused either on account of surface flooding /inundation or due to rise in water table to put back the degraded land for optimum productivity. Under this component, Central assistance is provided to States in the form of grant.

    In May, 1997, a Coordination Committee was constituted by the Ministry of Water Resources to coordinate and suggest steps for effective management and reclamation of waterlogged areas. The Committee is headed by the Additional Secretary, Ministry of Water Resources and includes representatives of Ministry of Agriculture, Indian Council of Agriculture Research, Planning Commission, Central Water Commission and Central Ground Water Board. So far, three meetings of the Committee have been held in which detailed discussions were held and various decisions were taken on the problem of water logging. The committee has finalized the guidelines for the State Governments for submission of proposals for inclusion of schemes under the component of reclamation of water logged areas in the commands of CAD projects. The committee has also formed a core group of officers which considers such proposals received from the State Governments and recommends their suitability or otherwise for inclusion under the programme.

    Under this component, 579 schemes of nine state governments have been approved so far with an area estimated to be reclaimed as 78807.79 ha out of which an area of 52111 ha is reported to be reclaimed till March, 2010. The statewise details of number of schemes, estimated cost, area proposed to be reclaimed and the area reclaimed up to the end of March, 2010 are given below:

    Reclamation of Waterlogged Areas Under the restructured CAD & WM Programme

    Till 200304, biodrainage was not included under the component of reclamation of waterlogged areas under CAD Programme. The cost norm for subsurface drainage system was the same as for the surface drainage system. Under the restructured CADWM Programme implemented from the financial year 200405, the cost norm for reclamation of water logged area has been increased from Rs.12000 per ha to Rs.15000 per ha (for execution of surface drainage, biodrainage etc.) and to Rs.40,000 per ha (for sub surface drainage). Thus, an amount of Rs.7500 and Rs.20,000 per ha (or 50% of actual expenditure whichever is less) will be reimbursable to States under this component as central grant for surface/ bio drainage and sub surface drainage respectively as against only Rs.6000/per ha earlier (or 50% of actual expenditure whichever was less) for both surface and subsurface drainage. A mandatory contribution of minimum 10 % is required to be made by the beneficiaries and the remaining cost will be borne by the State Government.
