ORDER

Subject: Scheme on Repair, Renovation and Restoration of Water Bodies with domestic support

The approval of the competent authority is conveyed to the implementation of the scheme of “Repair, Renovation and Restoration (RRR) of Water Bodies with domestic support as a State Sector Scheme with central share of Rs. 1250 crore during XI Five Year Plan. The objective of the scheme is comprehensive improvement of selected water bodies including catchment treatment and command areas development, increase in storage capacity of water bodies, ground water recharge, improvement in agriculture/horticulture productivity, development of tourism, cultural activities and increased availability of drinking water.

2. The States will prepare the project(s) taking into consideration the number of public water bodies (e.g. water bodies on Government land, Gram Panchayat /Municipalities/Corporations, Registered Societies in Agriculture /Allied sector, Public Trusts, etc) required to be included in the project preferably with a sub-basin approach. Private owned water bodies are not to be considered for funding. The implementation of the project at the tank level could be either by Panchayats or Water Users Associations (WUAs) or Government agencies.3. For Special Category States (North-Eastern States including Sikkim, Himachal Pradesh, Jammu & Kashmir, Uttarakhand and undivided Koraput, Bolangir and Kalahandi (KBK) districts of Orissa) as well as projects benefitting drought prone/tribal/naxal-affected areas, funding pattern will be 90% by the Government of India as Central Assistance (100% grant) and 10% by States Governments. For non-special category States, the funding pattern will be 25% by Government of India as Central Assistance (100% grant) and 75% by State Governments.

4. Detailed guidelines for the implementation of the scheme would be issued by the Ministry of Water Resources separately.

5. This issues with the concurrence of IFD, Ministry of Water Resources vide their Dy. No. 744-FD/09 dated 25th February,2009.
