    ORDER

    Subject: Scheme on Repair, Renovation and Restoration of Water Bodies with external assistance

    The approval of the competent authority is conveyed to the implementation of the scheme of “Repair, Renovation and Restoration (RRR) of Water Bodies with external assistance as a State Sector Scheme with central share of Rs. 1500 crore during XI Five Year Plan. 25% of external loan will be taken as liability by Government of India and passed on as Additional Central Assistance (100% grant) to the States for the projects and remaining 75% of loan will be passed on to the concerned States on back to back basis and is to be repaid by the States. The objective of the scheme is comprehensive improvement of selected tank systems including restoration of water bodies, improvement of catchment areas of tank commands, increase in storage capacity of water bodies, ground water recharge, improvement in agriculture/horticulture productivity, development of tourism, cultural activities and increased availability of drinking water.2. The scheme design and funding pattern will be as under:

    (i) The States may prepare the project taking into consideration the number of public water bodies (e.g. water bodies on Government land, Gram Panchayat/Municipalities/Corporations, Registered Societies in Agriculture/Allied sector, Public Trusts, etc) required to be included in the project preferably with a sub-basin approach. Private owned water bodies are not to be considered for funding. Identified water bodies for restoration works in the Panchayat areas should form part of District plan finalised by District Planning Committee (DPC). The completion plan should be placed before the Gram Sabha and their cooperation should be solicited for timely completion of the project.

    (ii) Tentative allocation for sub-components of the projects will be as follows:
    a) Catchments treatment: 15-20%
    b) Repair of sluices, weirs, bunds, desilting, etc: 60-65% (desilting not to exceed 25%)
    c) Command Area Treatment: up to 25%.
    d) Capacity building, awareness campaign and institutional support; upto 10%.
    e) Strengthening of implementation mechanism of MoWR and impact assessment through independent agencies by MoWR; 5% of the central grant.

    (iii) Under the programme, states can take up restoration of water bodies having minimum CCA of 20 hectare and upto 2000 hectare. The incidence of poverty and status of ground water levels and hydrological features in the particular region would be duly considered while selecting the water bodies.

    (iv) Detailed Project Reports(DPRs) shall specify the Plan for handing over the revived infrastructure for operation, monitoring and maintenance to community organizations such as Water Users’ Associations (WUAs) or Panchayati Raj Institutions (PRIs) with suitable empowerment measures and legal backing for levying, collection and retaining of water charges and other incomes from the water bodies, especially fisheries. DPRs should also clearly indicate the targeted benefits, both in physical and financial terms, related to proposed costs.

    (v) The States shall have an inter-disciplinary Technical Advisory Committee (TAC) to select and approve the Detailed Project Reports (DPRs).

    (vi) No proposals for funding establishment costs will be made under the scheme.

    (vii) In order to avoid duplication under different programmes, mapping of existing tanks with a unique code number is to be made by the State Government.

    (viii) The States will submit DPRs - duly approved by their TAC to the Ministry of Water Resources, which in turn will take further necessary action for Sanction. The implementing agency at the field level should hold discussions with the standing committee of the Panchayat at the appropriate level in process of identifying water bodies for repair, renovation and restoration.

    (ix) The implementing agency shall finalize the capacity building components of the projects in consultation with the “Standing Committee of Gram Panchayat on Water Resources”.

    (x) A budget provision for the total amount of the project for both Central plus State share is to be kept in the State Plan for the relevant period.

    (xi) The District Level Implementation Agency identified by the State for implementation of the projects shall maintain a separate Bank Account for implementation of the project in the district.

    (xii) This is a State Sector Scheme. The Nodal Department in the State Government will have the overall responsibility for planning, implementation, supervision and monitoring of the Project. The project would be managed through a Project Management Unit (PMU) established in the nodal department. The PMU will be aided by a full time project director and would house a multi-disciplinary team dedicated to the project.

    (xiii) The PMU will be responsible for project planning and scheduling; project wise budget control and financial management; monitoring of the project; input/output/outcome/processes/ impacts; and providing timely and quality resources as well as technical assistance to District Project Units (DPUs).

    (xiv) The PMU would report to the Apex Committee (State Technical Advisory Committee) headed by Chief Secretary/Principal Secretary in-charge of Minor irrigation/Water Resource/Irrigation department in the particular state.The Apex Committee will provide policy direction, approve the annual plan and also review and monitor implementation of the project.

    (xv) District Project Units (DPUs) would be established at the district level with smaller multi-disciplinary dedicated teams. The DPUs will be responsible for implementation of district programmes; achievement of physical and financial milestones; quality assurance; and working closely with communities to achieve the project development objectives.

    (xvi) There will be a District Level Implementation & Monitoring Committee (DLI&MC) to decide all issues on implementation management, supervision and effectiveness of the pilot project including post project sustainability. This committee will be chaired by the District Collector and The Vice Chairman of the Implementation Committee will be from some reputed NGO/VO/Public Trust to be nominated by the state Government. The Committee will include representatives from WUAs, NGOs, Village Panchayats, Women, SC/ST and the landless. The DLI&MC will also provide a platform for working out active community participation in implementation, supervision and monitoring of the projects.

    (xvii) The composition of State Technical Advisory Committee, District Level Implementation and Monitoring Committee are in Annexure I & II.

    (xviii) Instalment of central share of funds will be released to the states which have entered / proposed to enter into an agreement with the World Bank subject to fulfillment of other conditions as per agreement with World Bank.

    (xix) Funds from the World Bank will be made available to the State Governments under back to back arrangements between GoI and the States. However, part of the expenditure incurred on the projects to the extent of 25% of the project cost would also be financed by the GoI and would be transferred as central assistance (grant) by GoI to the State Governments on half yearly basis.

    (xx) Instalment of central share of funds alongwith State share are to be released by the State Government to the concerned implementing agencies within 15 days of the receipt of central grant from the Government of India.

    (xxi) States will send Utilization Certificate to the Government of India (GOI) in the prescribed Proforma for release of installments, duly signed by the Secretary, Water Resources/Irrigation of the States.

    (xxii) The Audited Account from the State for the project works alongwith audited statement of expenditure incurred with central assistance is to be submitted to the GOI within nine months of the completion of the financial year.

    (xxiii) The Ministry of Water Resources will monitor the implementation of the scheme and ensure concurrent evaluation through quarterly physical and financial reports, inspection visits, meetings with senior officers of the State Governments, workshops for experience sharing, learning and dissemination and impact assessment studies, etc. The social audit of the project(s) should be carried out by the concerned Gram Sabha.

    (xxiv) Detailed guidelines for the implementation of the scheme would be issued by the Ministry of Water Resources separately.
