Question Why one rupee note is signed by the ministry of finance?

Why one rupee note is signed by the ministry of finance?

Is governor has the right to sign this note?

Is there any interference by the RBI?

Because for one rupee note and two rupee notes finance ministry has the authority to issue or print these notes so finance secretary will sign where as for other denominations only RBI governor has authority to issue or print.
but our gov. has closed one rupee note now..so go with 10 rs note
